Draft version of the treaty ... 1981:
This draft treaty is amazingly simple.
After a minimum sentence in Thailand, it allows the USA to have full control
of the sentencing.
In actual practice .. prisoners are released on parole within a few months of
their arrival in the USA. Thailand has complained about it.
They have not stopped transfers (as of August 2004)
