"It will be a few months before Thailand and the Netherlands work
out agreements concerning Dutch prisoners. The text of the
agreement has been in Bangkok for several weeks, but the Thai
government has not yet responded to it. The families of the 17
Dutch prisoners detained in Thailand are very concerned because the
situation in the prisons has detiorated. The so-called WOTS
agreement has been informally agreed upon by both governments, but
the Thai government has yet to ratify it.
The next paragraph seems to say that, in spite of euphoria about the
Queen's state visit, (presumably to Thailand) and a change in the
Dutch Minister of Foreign affairs, nothing much is happening.
Then it says that Bangkwang prison has gotten worse under a new
director, according to Fred Zegers of Rotterdam, whose brother is
serving a life sentence in Thailand. He quotes from his brother's
letters.
Furthermore, it says, the health of two Rotterdam men of Chinese descent,
Yang and Tang, has gotten worse.
It quotes a legislator as saying this had gone on entirely too long;
